P3DF/Governance

Governance and licensing

CIFR’s proposed approach to P3DF stewardship, independent implementations, technical RFCs, licensing and future working-group participation.

Governance direction · Working group and public RFC repository in preparation

Stewardship

P3DF is created by the Council for Independent Frontier Research (CIFR), a non-profit organisation. The ambition is a vendor-neutral specification with independent implementations and a transparent technical process.

This page describes the proposed direction. A formal charter, intellectual-property policy and working-group membership have not been published here. No other organization is presented as an existing partner or standards sponsor.

Principles for the public project

  • Define interoperability through observable format behavior, not one implementation’s internal architecture.
  • Give independent implementations equal access to specifications and test assets.
  • Record technical decisions and explain compatibility tradeoffs.
  • Preserve existing domain semantics and report limitations.
  • Keep user portability and control central to the architecture.

A proposed request-for-comments process

A public RFC repository will host substantive changes. A useful proposal should include:

# Proposal title

## Problem
## Proposed change
## Alternatives considered
## Compatibility impact
## Security and privacy considerations
## Implementation experience
## Conformance tests
## Status: Draft | Accepted | Rejected | Implemented

A proposal would be discussed publicly before it becomes part of a versioned specification. Changes should include the schemas and conformance tests needed to demonstrate them. This project process is separate from any formal standards-body process.

Licensing and independent implementation

The public specification and source code will be released under Apache License 2.0. The public repository and its license file will be the source of truth when published. This announcement does not substitute for a published license grant.

Contributor terms and any additional patent commitments need explicit public documents before they can support formal standardization. These are part of the governance work ahead.

Working-group participation

We welcome robotics researchers, smart-home platform teams, BIM specialists, industrial asset engineers, 3D-format implementers, building owners and independent developers.

Register your interest to contribute implementation feedback, review the architecture or help develop the working-group charter. Registration expresses interest; it does not imply membership in an already constituted standards body.
